Amb. Jean de Dieu Uwihanganye

Amb. Jean de Dieu Uwihanganye is Principal for Emerging Markets and Business Development at Raffles Family Office (RFO), a leading multi-family office in Asia. He leads the firm’s Asia–Africa corridor, connecting capital and wealth between the two regions, and will extend this work across the wider emerging markets. He has more than 15 years of experience across government, diplomacy and business. Most recently he served in Rwanda’s cabinet as Minister of State for Infrastructure from July 2025 to June 2026. He had first held the portfolio as Minister of State for Transport from 2017 to 2019, when he oversaw Rwanda’s land, air and water transport policies. He was appointed at 30, the youngest member of the cabinet at the time. From 2019 to 2025 he was Rwanda’s High Commissioner to Singapore, Australia and New Zealand.
