Dr Holly François

Dr Holly François is a Principal in Online Safety Technology at Ofcom, where she leads strategic work on algorithmic assessment, recommender systems, generative AI and emerging agentic systems. Prior to Ofcom, she held senior research leadership positions at Samsung Electronics, and Motorola where she led research in speech processing, expressive speech synthesis and multi-agent systems, and previously contributed to international standards development through leadership roles in 3GPP and other global standards bodies. Over a career spanning more than 25 years Holly has led multidisciplinary teams across academia, industry, and the public sector, with a particular focus on translating advanced research into real-world impact. She holds a PhD in Speech and AI from the University of Surrey and is the author of multiple publications and patents.
