Dr. Vin Pheakdey

H.E Dr. Vin Pheakdey is the Deputy Director General of the SERC, has more than 18 years of experiences in securities sector in Cambodia, and he is also one of the founding members of this securities market. In addition, in his leading role, he also Chair of the SERC's FinTech Working Group, Chair of Technical Working Group for Preparing a Joint Guideline for the Implementation of Supervision of Digital Assets or Crypto Assets Operations, member of a working group on preparation of Cambodia Digital Economy and Society Framework 2021-2035, member of a working group on preparation of Cambodia Financial Technology Development Policy 2023-2028 and member of a working group on preparation of Strategic Development Plan for FinTech in the Non-Bank Financial Sector 2025-2028.
