Madeline Smith

Madeline Smith is Assistant Director for Technology at North Yorkshire Council and a member of the GDS Local team, helping strengthen collaboration between local and central government. Having led technology, data and cyber integration through England's largest local government reorganisation, she has become a leading advocate for moving public services from institutions to ecosystems. Her work focuses on interoperability, devolution, digital transformation and the practical challenges of joining up services around people, places and outcomes rather than organisational boundaries. She is passionate about ensuring technology serves public service reform, not the other way around.
