Mark Lumley

Mark Lumley is the Director of Digital & Resident Experience at Southwark Council, a role he took up in July 2026. Prior to this, he was Director of Digital, IT and Resilience at the London Borough of Hounslow and, before that, Assistant Director of Digital and IT for the shared service between the Royal Borough of Kingston upon Thames and the London Borough of Sutton. Mark’s passion is harnessing the opportunities that technology can provide to enhance the everyday experience of receiving and providing public services. His motivation comes from making a difference and transforming services through digital delivery and he approaches this consistently with energy, drive and positivity.
