Sarah Richardson

Sarah Richardson is Assistant Director for People Strategy and Organisational Development at Surrey County Council, where she leads workforce strategy, culture change and internal communications for 15,000 employees. She is coleading the approach to change management, culture and workforce communications across 12 councils as they transition to two new unitary authorities through Surrey’s Local Government Reorganisation. With a background in strategy, devolution and public service reform, Sarah brings extensive experience of leading transformation in complex political environments. She is passionate about building inclusive, highperforming organisations and enabling leaders and teams to navigate change with confidence.
